Government Data Modernization: What Actually Works

Government agencies face unique data challenges — legacy systems, siloed departments, and compliance requirements. Here's what I learned building data infrastructure for a DC agency.

Government data modernization has a reputation problem. The phrase conjures images of multi-year, multi-million-dollar contracts that deliver PowerPoint decks and not much else. And honestly, that reputation is earned.

But it doesn’t have to be that way. I spent several years building data infrastructure for DC’s Department of Consumer and Regulatory Affairs — a five-unit agency that processes permits, licenses, inspections, and enforcement actions. What I learned there applies to any government data project, and most of it contradicts the conventional consulting playbook.

Start With the Pain, Not the Platform

The standard approach to government modernization is platform-first: evaluate vendors, pick a cloud provider, design the target architecture, then figure out what data goes where. This takes 6–12 months before anyone sees results.

What works better: find the single most painful manual process and automate it. At DCRA, that was permit status reporting. Five business units, each running their own spreadsheets, each with different definitions of “active permit.” The leadership team had no unified view of operations.

We didn’t start with a data lake architecture. We started with a single pipeline that pulled permit data from all five units into one table with a common schema. It took three weeks. And suddenly, leadership had a number they’d never had before: total active permits across the entire agency, updated daily.

That one number created more momentum than any architecture diagram could have.

The Legacy System Reality

Every government agency runs on legacy systems. This isn’t a failure — it’s a fact. Systems built in 2008 still work, and replacing them is a multi-year, politically fraught process that no one wants to own.

The practical approach is to treat legacy systems as data sources, not problems to solve. Don’t try to replace the 15-year-old permitting system. Build a pipeline that extracts from it, transforms the data into a modern schema, and loads it into an analytics layer.

At DCRA, we extracted data from systems that included:

  • A mainframe-era permitting application with flat file exports
  • A commercial off-the-shelf inspection management system with an unreliable API
  • Several Microsoft Access databases (yes, in production)
  • Manual Excel trackers maintained by individual teams

None of these systems were going to be replaced during our engagement. All of them contained data that leadership needed. The pipeline was the bridge.

Cross-Unit Data Is the Hard Problem

The technical challenge in government modernization isn’t the technology. It’s the semantics.

When five business units each track “cases,” they mean five different things. A building permit case has different stages, different timelines, and different outcomes than a business license case or a code enforcement case. Trying to force them into one schema destroys the nuance that makes each unit’s data useful.

The pattern that worked: shared dimensions with unit-specific facts.

Every unit shared certain concepts — addresses, applicants, dates, statuses. We standardized those into common dimension tables. But the specific attributes of each case type stayed in unit-specific fact tables. This let leadership ask cross-cutting questions (“How many open cases do we have total?”) without losing the ability to drill into unit-specific details (“What’s the average inspection-to-close time for electrical permits?”).

This sounds like a simple data modeling decision, but getting there required weeks of conversations with each unit. Not about technology — about what their data means.

Public Dashboards Change the Game

One of the most impactful things we built at DCRA was a public-facing dashboard that hit 30,000 users in its first month. It showed permit status, inspection schedules, and violation histories — data that had previously required a phone call or an in-person visit to access.

The public dashboard did three things that internal analytics couldn’t:

Created external accountability. When the data is public, accuracy matters in a different way. The team that used to tolerate a 48-hour reporting lag suddenly cared about real-time updates because residents were checking.

Reduced constituent service burden. Thousands of “Where’s my permit?” phone calls per month were replaced by a self-serve lookup. This freed up staff time for actual case processing.

Built political support for data investment. Elected officials noticed when their constituents could suddenly track permit status online. That visibility generated budget support for the next phase of data work.

If you’re working on government data modernization, build the public dashboard early. It’s your best advocacy tool.

Compliance Is a Feature, Not a Constraint

Government data work comes with compliance requirements that private sector projects don’t: FOIA, records retention, accessibility standards, data classification policies. The temptation is to treat these as obstacles. The better approach is to bake them into the architecture from day one.

Records retention. The bronze/silver/gold architecture (raw → cleaned → analytics-ready) naturally supports records retention because the raw layer preserves source data in its original form. Tag every record with extraction timestamps and source system identifiers, and you have an audit trail that satisfies most retention policies without additional work.

FOIA readiness. If your analytics layer is well-organized and documented, responding to data requests goes from a multi-week project to a query. We built a set of “FOIA-ready” views at DCRA that could answer the most common request patterns in minutes.

Accessibility. If you’re building public dashboards, WCAG compliance isn’t optional. But it’s also not hard if you design for it from the start rather than retrofitting. This means choosing BI tools with built-in accessibility features and testing with screen readers before launch, not after.

What Doesn’t Work

A few patterns I’ve seen fail repeatedly in government modernization:

Big-bang platform migrations. Replacing all legacy systems simultaneously sounds efficient and is actually catastrophic. Do it incrementally. One system at a time, with the pipeline architecture as your integration layer.

Vendor-driven architecture. Letting a software vendor design your data architecture is like letting a car dealer plan your commute. They’ll design something that requires their product at every turn. Architecture decisions should be made by people whose incentives align with the agency’s long-term interests.

Ignoring the people. The hardest part of government data modernization isn’t the technology. It’s change management. The person who’s been running that Access database for eight years needs to understand why the new system is better for them, not just for leadership. If you don’t invest in training, documentation, and genuine engagement, your beautiful new data platform will sit unused while people go back to their spreadsheets.

Where to Start

If you’re a government agency or municipality looking at data modernization:

  1. Pick one high-visibility pain point. Not the biggest problem — the most visible one. Quick wins build momentum.

  2. Build a pipeline, not a platform. Connect your existing systems to a modern analytics layer. Don’t try to replace them.

  3. Make something public. A simple dashboard that citizens can use generates more support than any internal report.

  4. Plan for the long term but deliver in weeks. Your architecture should support growth, but your first deliverable should be live within a month.

The agencies that succeed at modernization aren’t the ones with the biggest budgets. They’re the ones that start small, deliver fast, and use early results to fund the next phase.
